It is news here in Japan. Usually these things take days to make news or make any formal charges is because Japan wants to keep shush-shush about these things and limit the problem as much as possible. I have seen these kinds of things first hand though not to this severity. With Japanese schools, it is (culturally, though not legally) their responsiblilty to handle such disciplinary and criminal matters. It is of course to protect everybody's interests.

Will the kid get suspended or expelled? I do not know, but there are certain education laws written in the constitution that says certain things. Compulsory education is until students are 15 and education is a constitutional right in Japan until that age, so suspending and expulsion are very near impossible tasks to a large extent. Of course if the kid goes to juvie, he will still have to get his formal education and all that.

The intent obviously was to kill. So in the mind of the person doing it, he WAS killing her. So he had a mindset so as to be willing to KILL over manga. That's why it's so sick! If it had been a stab to the heart or lungs it WOULD have been fatal!
