Please Help Me to Identify the Dress' Character

Hello, I purchased a very nice, homemade dress at the thrift store. I believe it may have been made to wear to Dragon Con as a particular character. I am not very familiar with anime and have been unsuccessful in determining who it "belongs to". Please let me know if you may have any ideas. (Note: Please ignore the pink wig. That was a touch I added myself and likely does not conform to the appearance of the character).

It fits you so well...I wish I could find dresses in stores which fit me like this!
