Allow me to actually answer your question, and to do so correctly (the "blackjack" you can bet Gil in isn't in the Arcade).

The blackjack that people are referring to, in which you can bet your Gil, is a function in the Chat. It is run through Shikamaru, the Adminbot of "Chaos", the main chatroom. To initiate a game, simply say "Shikamaru: Blackjack". Shikamaru will then give you your current score and the dealer's current score. You will then have two options, "Shikamaru: Hit" to draw a new card or "Shikamaru: Stay" to end the game.

You can also play in other chatrooms with the other bots i.e. Neji, Hinata and Peroth. The command is the same except you use their names instead of Shikamaru.

The command to keep your hand is also stand not stay
