A medium, and a base if the art is drawing or painting.

A good set of pencils (Doesn't matter if it's a woodcase, or a mechanical. Whichever works best.)

How about that? I don't really go specific for one type of art, sorry.
And let me remind you how important inspiration is. Oh, and food! xD
Well considering that I still live in the dark-age... I first need:
- high-quality acid-free drawing papers. It really matters a lot.
Then I need
- drawing pencils from 2B to 8B, and a few HBs . Lines, shapes and shadings differ so you need different softness in each case.
- monochrome pastels, also good for shading, effects or filling the background
- good erasing-gum of different sizes
- charcoal.

I don't know if you mean "tools" in the literal sense, so I've just put down 5 of the most essential things that I regard as tools and would have as an artist:
1. Observation skills
2. Interpretation skills
3. Capacity for imagination
4. A drawing pencil (ideally a 5B)
5. Some paper preferrably, but I'll settle for any surface that can be drawn upon if it comes to that...
Side note: Although opposable thumbs are not something I'd "have" since I already has them, I thought it was worth mentioning them as worthy tools too (for the record really, if nothing else), because I guess we all take them for granted - but I really do value my thumbs, because without those I wouldn't be really able to manipulate the tool I use most for my works, and that's the mouse! XD

No matter what tools I use the things I draw end up looking like cat vomit... *leaps into the corner and bursts into tears*
