    the problem is that your question "who's to say.." is one of philosophy, not science.

    science draws conclusions based on confirmed evidence available; if society made decisions based on unknowns, then it's really no better than religion at that point.

    More accurately, science looks into the unknown, makes theories about the unknown, and then conducts experiments to either validate or reject the theories. Yes, science deals with the unknown/unresearched, but scientific results can never be based on the unknown.
