To avoid outright spoiling something (or rather, to avoid having people yell at me, telling me that I spoiled something), I will put spoiler tags on this.

 

1. Is Rei an Angel?
Technically no. It is revealed that she is the vessel for Lilith, the second Angel (if we want to call Lilith an Angel, which she technically is but isn't at the same time), but Rei herself is not an Angel.

2. Does she kiss Shinji?
No. Feelings are hinted at, but that's it.

No, Rei is not an angel. As wolfgirl90 said, she is merely a vessel for the 2nd Angel, Lilith, or to be more specific, for Lilith's soul.

As far as the original series and movies go, Rei and Shinji haven't kissed yet. If they do share any kind of love, I would say it's more platonic than anything else. We haven't seen anything in the two new Eva movies yet, but there's still two left to go, so anything could happen. XD

It'd be weird if they actually went and did all that- because I don't think Evangelion is supposed to be a romance series. ;o_O
