Lost anime

hey guys, i remember always renting out this anime (not sure if its a movie or series) when i was little, i cant remember the name of it but it was about a girl who i think may have been a princess with long, curly, blonde hair that may have either been magical or somehow given her the power to rule; and an 'evil' lady: tall with long black or dark brown hair, that always tried to cut the girls hair off or a lock of the girls hair off with the help of some man. thats all i can really remember other then there also being some other girls, the princesses friends im guessing. does anyone have any idea what it may be called??

Can you remember anything else like the year of when you saw it or a little more about the anime because I think I have seen that anime but I don't remember what its called

i watched it when i was young so between 1995-1999 but it might be older then that. i dont remember much else really except the clothes they were wearing which for the main character was i think a long possably pink dress/gown and all her friends wore the same but different colours. and the 'evil' chick was wearing a long possibly red and black dress but it didnt puff out at the bottom like the others did, and the dude that helpped her wore something that a prince would. it might have also been set in the sky because i think i remember them standind on clouds but i'm not sure at all about that.
