AnimeForum's Declaration of Sovereignty

AnimeForum's community has the right to form its own nation, as does anyone capable of meeting the terms for establishing one made at the 1933 Montevideo's Convention on Rights and Duties of States.

Article 1 of the 1933 Montevideo Convention on Rights and Duties of States defines a state as possessing a permanent population, a defined territory, a government, and the capacity to enter into relations with other states. Article 3 of the same Montevideo Convention specifically says that "the political existence of the State is independent of recognition by other States." Therefore, AnimeForum could form a country if they were willing to.

I will not participate in the forming of such a nation, but what might the rest of you think of this?

You'll need at least one member to hand over land so the Forums can define its territory - the other stuff can be done without donations of monetary value. So, you can start with a plot of land as small as a quarter-acre or as large as ten cubic miles. Anyone care to submit?

No, it is your land - you simply pay property taxes and are subject to certain limits on your land because it is still a part of the United States. Depending on the validity of your claim for sovereignty - which can flawless if you simply follow Article 1 of the treaty the United States itself has even signed - you may or may not be subject to further taxation once the country is established. Usually it will take a small legal dispute to confirm your country's establishment, and from there you are subject to no further taxes because you will be governing your own land within a point of reason other countries also follow as members of the world's community of nations.

This could definitely happen if someone were to honestly put forth a piece of land - even the smallest piece of land -for the country's forming.

But to give it a bit more thoughts, I can see why so few people have attempted it. For starters, you'll need a passport to visit your neighbor. Then there's the electricity, water, among other utilities that you'll either have to find ways to produce yourself or "purchase" from a foreign country. I'm sure this is only the tip of the iceberg, but I can already see how ridiculously troublesome this could get.

Passports and the like are necessary once you reach a certain level, but aren't a problem when you establish certain immigration policies that settle terms for citizens of the area governed by the new country. As for purchasing from a foreign country, I don't see how there's any problems in that. You'd be surprised how that almost is the entire tip of the iceberg for micronations. If the country were to expand to a certain point, let's say dozens of miles with a population of 100, diplomatic action may be required on the country's part. It isn't a problem though since 'AnimeLand' would only have to span an acre and have a population of one.

The territory is owned by whomever the proprietor of the land is - such land being named 'property' for a reason. Because there is a difference between 'public property' - land owned by a government - and 'private property' - land owned by a person or people who are under a government. Breaking off from this government is allowed because the territory is owned directly by the proprietor.

Article 3 of the same Montevideo Convention specifically says that "the political existence of the State is independent of recognition by other States."

Therefore the establishment of a country does not require the consent of any other already-formed countries.

the state as a person of international law should possess the following qualifications: (a) a permanent population; (b) a defined territory; (c) government; and (d) capacity to enter into relations with the other states.

The above quote from article one provides the to-do list for anyone looking to establish this thing. One may say that the forums could serve as a capacity to entering relations with other states and could also serve as a way of establishing a form of government to rule the land. The main requirement that cannot be promptly met by those establishing a state here is in finding a permanent population with some sort of defined territory.
