#1 romantic anime ever is hands down School Days. It's sweet, sensitive, and has a very happy go lucky ending. Seriously, a top notch show. I highly suggest it.

Of all three, go for Clannad, try it, BEFORE the movie though. Clannad is one you will NOT want to miss.

Fruits Basket and Tsubasa for me.
Fruits Basket is completely different from any Manga ive encountered, because it goes so in depth with all the characters thoughts and feelings. It goes where most dont, and its completely heart warming with a great ending ^_^ Although, even though its a happy ending, its still sad that its over =(

And Tsubasa may have other genre, the strong bond between Sakura and Syaoran is beautiful. Despite loosing everthing, he still protects the one he loves. Its amazing! Although, I wouldn't have a clue how you'd sumarise the ending, lets just say its 'interesting' and DAMN CONFUSING!!! >:0

And how could you forget Arina Tanemura's work. They are all so indepth and unique, and the drawings are just breath taking.
Fullmoon Wo Sagashite and Shinshi Doumei Cross are her best works in my opinion! X3

One of the most romantic for me was Ai Yori Aoshi. I also loved Tsubasa: Resevoir Chronicles. Zero no Tsukaima had one of the best couples!
