I would think it might work well so long as they're properly regulated and with less power then police.
Why? Security here can be used as law enforcers and police regulation ensures they generally do the job properly - if not, bye bye license, go get work as something else.

It could be the same for anyone whose work is essentially mercenary style stuff.

First, you would have to be able to classify Bounty Hunters as law enforcement. The primary objective is not to enforce the law, but to apprehend a criminal. It is a service that helps law enforcement but is not of itself law enforcement. Unfortunately, I don't see this as a proper argument since I find it hard to relate police (for example) to Bounty Hunters.
