It's blatant "softcore". I'm not sure how this was even allowed to be in a cartoon for kids! I say lockup Mr Disney and everyone who worked on this cartoon, and throw away the key, because they are perverts.
Japanese anime that has stuff like this is usually rated for teens and older, and are not meant as shows/movies for little kids like Peter Pan is.

Now then, let's take a look at that clip you posted:
Sexual content: The mermaids are not doing anything sexual here at all; they're either grooming themselves, enjoying their surroundings, or, in the instance of Peter Pan's arrival, merely flirting--basically, they're behaving according to what one would naturally expect of mermaids (if not typical teenage girls). The mermaid scene in Peter Pan is also fairly consistent with how mermaids are generally portrayed in folklore, which is to say, as mischievous and flirtacious beings. Some myths and legends even portray mermaids as devious or evil sea creatures; these include tales of "monsters" who use their half-human appearance to attract and decieve hapless sailors; those unlucky enough to fall in love with them find themselves pulled underwater and consequently to their deaths. The scene of the mermaids in the clip is romanticised somewhat, but could hardly be considered erotic.
Skimpy clothing: Technically yes, since the mermaids are wearing only "bras" (okay, not all of them, but there's not a single instance of fully exposed breasts here); but they'd be acting out of character if they were to be wearing things such as tops, blouses or skirts--and it'd be neither natural nor practical given their aquatic preferences.
Partial/Full nudity: Not really, since the mermaids' breasts are covered at all times and scales (along with fur and feathers) are generally percieved as natural clothing.
Now putting the above observations aside, yes--it's possible that the people who worked on Peter Pan might have been all perverts; however this doesn't change the fact that there's no "ecchi" in the film (or at least in the clip you provided). Adults of course are free to interpret Peter Pan any way they like, including a scene of flirtacious mermaids as something that says more about their way of thinking than the film itself.
If you call that ecchi or softcore, boy you have a lot to learn.... Almost make me want to bring VG555 in here to show you, but it'll only create more bullcrap to deal with.

And the ONLY way stuff like this is considered kid-friendly is because kids at the age it's aimed at (like 5 to 8 yo kids) are not of pubescent age, so they don't have a sex drive, and therefore such scenes are not seen by these children as sexual scenes. In other words, the target audience isn't turned on by it. But I guaranty you anyone who's reached the age where they see "chicks" as "hot", (in other words teenage boys, and adults), ABSOLUTELY WILL BE TURNED ON by the mermaids in that scene. And I know this, using myself as an example, because I'm an adult, and I can assure you that this scene with the almost naked (and some who in fact appear to be naked) mermaids DOES turn me on.
You see it's a double intent scene. The makers knew little kids would watch it without seeing it as sexual (cause they wouldn't know what "sexual" even is yet) and just see it as a funny scene with fish people, while teens and adults would watch it and "get off" to it. It was done this way intentionally (I believe) to reach a wide audience of not only children, but also teens and adults. The people at the Disney company knew teens and adults would use it for "fap material", just like Japanese teens and adults use hentai and ecchi anime for "fap material".
While I do believe I was mistaken before in calling it softcore porn, I do think that it ALMOST rises to that level. The only thing that separates it from softcore is that no nipples are shown, as the poses the mermaids are in are most certainly seductive, and they are ALMOST not wearing anything at all.

Uhm... mermaids are supposed to be man seducing strumpets. Their nature has been toned down since it's a children's film which is why they're 'covered up', but children wouldn't respond to them in a sexual nature nor readily think of them in such a way so moot point. Keep in mind that really young kids often bathe with their parents and some would have younger siblings and see their mum breastfeeding. Not all nudity is gratuitous and bad, get over it.
