Where did you hear or read that word? If it's a particular anime, please post the name of the anime and the character who said it (so we can do our homework before we answer).
"Puchi" is onomatopoeia for something happening "like a click" (or "a snap") -- something happening quickly and shortly. And I'm fairly sure "paku" is the sound of an impact, maybe a comical one.
I can only imagine an annoying anime girl holding a pink hammer made of rubber and hitting someone with it (who doesn't exactly seem to be very happy about it) while saying "PUCHI PAKU!!!1 =^O^=".
Ehhh... That, and (or) Starfish Hero's panchiku machine sounds close to it too.
