I don't know why you were so completely pessimistic last year about games moving out of GWL.
It's not every game granted but a lot of games now use Steamworks. This is good news.
I was, I know that Wario (and Ganondorf) are in the game even though I haven't yet unlocked them. I was just doing it as an excuse to piss him off and so the guys I play Smash with get a laugh out of it.

It's basically Forza's answer to Need for Speed. a free-roam style game and yeah, it has fairly arcade handling. Not as arcade as other games but definitely not sim.
The demo is awesome. Just try the demo but I've already pre-purchased it so meh.

I heard it breaks from the formula type of game though and it's more arcade. That's all I know.

It's Forza Horizon. If you liked Forza Horizon 1, buy it, no other questions are needed.
Are you getting Forza Horizon 2? Tell me how is it when you get it.
Xbox One has no games aside from that and Sunset Overdrive and Halo, which I'll be getting. And this Forza looks good so it'll be nice to have a third game.
