Well... First you gotta know what you're doing in whatever program you're using. Then... you read the bazillion stickies floating around.
Aside from that it's a matter of either messing around in your desired program or having an idea in mind already for an image and then going on and doing it with the filters and settings you want.
Simple really. The tricky part? Getting people to like it and getting to like it yourself.

I suggest, photoshop elements. Its cheap(around $80-$100) and in my opinion way better than photoshop 7. Although Photoshop CS(the new one)isnt bad either.
Also be prepared to spend some serious time on it. Although you should only make wallpapers if its something you enjoy, dont make it like something you must do.
After you're done, you should post it here for peoples opinions and suggestions.

Yea, if you need pictures check out the resource link, and of course the best way to make what you want, is to play around and see what comes out :D never know what might happen ^^

PSP is one hell of a program granted, but it's not better than Photoshop 7.0 to me. If anything, Photoshop just barely edges out PSP. Why? Well, for one Photoshop is just a little more user friendly than PSP in some aspects. The biggest one is the eraser tool in PSP is a ... to use. However, in Photoshop, you've got the magic eraser tool. The best hands down. Now then, PSP has an easier to use Grayscale tool. Photoshop; I'm still trying to figure it out.
At any rate, I could sit here and go on and on about the pros and cons of both programs, but you know what? They are equally good programs in their own rights. I am lucky to have both of them... whenever I can get my slave drive into a computer that'll take it.

First, read the rules (http://www.animeglobe.com/ubb/index.php?showtopic=35) before posting again. Particularly the part about spamming and double posting.
Second, check out the resources (http://www.animeglobe.com/ubb/index.php?showtopic=99) thread and the wallpapering newbies (http://www.animeglobe.com/ubb/index.php?showtopic=459) thread for info on how to get started.

I agree, both programs have their good sides and bad. I think the only reason photoshop is used by more people is because it has more filters and the layout is very simple.
