nice :D !
what do oy think of adding another step to the floor and another into the sup part?
for the bg I agree with candy-chan, but I add more twinkles on all the bg, like the ones on the charas :^_^:

I really like how you made the steps. very impressive...but may I ask why you have two smaller one that the two characters are sitting on.
anyways I like the bright colours.:)

Um um...
if i do the slight hazes idea then the staircase blends into the background and looks funny...
and if i add sparkles to the background as it is now, you cant see them because the majority of the background is already white
And about the staircase... the steps are all different sizes becase all the characters are sitting at different levels... and it would look odd if the stairs were all the same size and they were like sitting on the lines and stuff (it works out in my head)

^^ looks good. Maybe try a different colour of sparkles, red or blue maybe?(thats for the BG anyway)

Umm...
- I drew horizontal lines across the picture first ~ to make the seating bit and the bit that goes down.
- Then i created a new layer and made vertical and diagonal lines joining the horizontal lines together (ok... i can't explain things)
- Then i merged the two layers and made another layer and used the magic wand to select the flat bit of the stairs and expanded it by one pixel and used a spectrum gradient to get the colours.
- I did the same to the vertical bits of the stairs but then adjusted the brightness of the flat bits.
- Then I experimented with the layer properties and it got that shadow thing
.... i think that's it
