Please help

Ok so i do not know which forum i should put this in but anyway, i found this wall paper composed of colorful circles that create a image of a woman. Anyway, to those who may know how to do it, how do you do this process? It looks like photoshop or illustrator but does anyone know a tutorial to make this?

Oh snap that's cool! *so not any kind of help* The only thing I can think of is this is a more digital version of the technique of stippling (http://en.wikipedia.org/wiki/Stippling). Not sure if there even is a tutorial for it, though you could try requesting one from the artist if you can contact him/her/it.

I don't know cappy. It looks way different from stippling. I guess what the guy did is make the circles and then have a way to copy the circles over and over again but in a way that he could just use the paint tool? I really have no idea
