The reason they increased the release rate for Naruto is for two reasons:

1. It is incredibly popular in America, and the anime industry has fallen on some hard times, so they wanted to get more money.

2. To prevent, to some extent, the piracy of the manga.

This will not happen with One Piece because it is not popular in America, by any means.

In Japan, One Piece is huge, and Naruto is also pretty popular. In the US, Naruto is the most popular (or at least most purchased) manga, while One Piece is not even remotely close. There is no benefit for the distribution companies to mass-release One Piece; in doing so, they'd be losing money.
