IMO...
1)Hiko Seijuro ( kenshin Master, has equal speed to kenshin, super strength and super anayltical abilities to read the opponent and also master of the hiten mitsurugi style )
2)Kenshin Himura( Knows all hiten mitsurugi style techniques, god-like speed and messes up with opponents mind so as to end fight without killing...lol...also he has an immerse will to live on, and IMO he can easily kill most of his opponents but stalls the fight to try to end it without killing thus weakening his abilites )
3)Shishio Makoto( has the fire techniques and also an extremely skilled swordsman, able to see opponents tactics, if you showed him a skill once you can never use it on him again...Also has immerse power to take damage as evidenced by getting hit by kenshin's 5 techniques and also his final attack and still remain to stand )
4)Seta Sojiro( Lack of emotions make reading his movements impossible, his sukuchi technique is so fast that he appears to teleport, also well versed in the battojutsu like kenshin )
5)Aoshi Shinomori ( Leader of the oniwaban group, uses the twin kodachi, has the water flow technique where he seems to whirl around the oppenent though it leaves him momentarily defenseless when he goes for a kaiten kenbu attack )
6)Saito Hajime ( captain of the third shisengumi troop, analytical and sharped eyed, when he goes into a battle he is intent on killing and doesnt let anything effects him, has the gatotsu techniques and the secret zero stance, also very strong fighting with fists )
7)Usui( the blind swordsman responsible for killing 50 officers in 1-2 hours, has the "eye of the heart" able to detect the opponents movements and also use his turtle shell to cover up his own attack with his spear )
8)Sanosuke Sagara( can use "futae no kiwami" with his right hand and managed to invent the "sanjuu no kiwami" with his fight with anji to defeat him, has incredible stamina too )
9)Anji ( has complete mastery of the futae no kiwami being able to use it with his hands, head, knee and sword, also has incredible stamina like sanosuke )
10)Jinei Udoh ( in my opinion the most skilled opponent besides Aoshi in the tokyo arc, can concetrate energy to his eyes to freeze people in fear has also some respectable swordsman skill )
Sorry i have only watched to the kyoto arc therefore for im only able to list the strongest opponents up to that point. However, i have heard of a very strong opponent named Enishi though im not sure where to rank him...
