Well I think its Koaru because she seems to be more right for him......

I think both are fitting for him for the different stages in his life they were in. Kaoru would never have been able to deal with Kenshin as a hitokiri and Kenshin as a rurouni would've driven Tomoe nuts.

Between the two, I do prefer Kaoru for her more vivacious personality. But I think Tomoe's tranquility was necessary for Kenshin during the bloodstorms of the Bakumatsu.
