It is hard to determine. Orochimaru was a genius, although he used it for what most would call immoral ends. He had many jutsus, as well as the knowledge and chakra to use them right.

Tsunade is an amazing Medical-Nin, as well as combat-fighter. We haven't seen much of her fighting.

Jiraiya can make Itachi, even with Kisame, run away due to the amount of trouble it would cause, acording to him. If we go by that, I'd say Jiriya is the strongest.

Remember, he is to Jiraiya what Sasuke is to Naruto, in terms of strength and rivalry.

He beat Tsunade in a fight, and then won against both Jiraiya and Tsunade (Naruto as well, but he was fighting against Kabuto, mostly).

While Tsunade may have super-human physical strength, her focus and strength is in medical jutsu, not combat.

The thing I don't get is how you all keep forgetting that during the Legendary Sannin fight, Jiraiya was drugged, and Tsunade was already incredibly injured due to her fear of blood. Orochimaru, Jiraiya, and Tsunade are all incredibly strong. Three of the strongest characters in the manga and anime we've seen yet.

Itachi claimed he was weakening because of his sharingan being constantly activated. Plus, Itachi did say Jiraiya was strong, but he also said to avoid as many fights and injuries as possible (hence the fight with Kakashi, Kurenai, Asuma, and Guy was cut short as well)

I voted Orochimaru. Not only was he the "child prodigy" when all three were training, but he also learned and mastered many jutsu. Many were frightened of him and the third said even though he say the "wicked' glimmer in his eye, he was still his favorite/the one who caught on so quick, understood what was going on, and wasn't a goof off/ got into fights with the others (from what we have seen so far)

Orochimaru was fighting without use of arms. i think that too is a disadvantage just the same if not more worse then the other two.

Another thing that makes Orochimaru so strong compared to the other two is (for instance my sig, ) he is able to smooth talk people into believing he is their GOD, the one true thing in life. He can not only manipulate people into doing his bidding but to also revere him as a savior. Those then believe he is nothing but good. Even though he uses and abuses, only one person I can think of Dosu, knew that they were being used. But Dosu even followed him somewhat religiously.

Orochimaru may have not been able to use his arms, but Jiraiya claimed to be at only 30% strength. That's a even worse disadvantage IMHO, as Orochimaru could still use some of his deadliest moves (like summoning Manda) and perform taijutsu to an extent.

I'm of the opinion that Itachi has yet to show his full strength. He did want to avoid fights, yes, but the battle persisted until Gai showed up. by that time, ANBU reinforcements were on the way, and Itachi knew it was time to retreat and try again later.

The 2nd time, instead of focusing on Jiraiya, the strongest one there, he wastes the Mangekyo on Sasuke, the LEAST strongest there. Such reckless moves would seem to indicate that Itachi has another ace up his sleeve besides the Mangekyo. Also, don't underestimate Kisame's strength, the fact that a 30% clone of him had chakra that rivaled Naruto's Fox chakra is very impressive.

The fact that such two S-class shinobi were so reluctant to fight one (since Naruto and Sasuke were hardly a challenge for them at this point), speaks a great deal of Jiraiya's ability. This would have seemingly been their best opportunity to capture Naruto, but that's not the case since Jiraiya is a force to be reckoned with.

Also, Jiraiya's "Sage Mode" allowed him to defeat three "Pains" at once, and I highly doubt Orochimaru is anywere capable of that. :D

I said Tsunade, because:

1) She's freakishly strong.

2) She can hide/change her appearance (and age) very well...which means she can be incognito on certain missions. Yes, Orichimaru can also "change" appearance too. But Tsunade has less "rules" to follow when doing it (ie: Orichimaru actually needs to change bodies in order to stay young. So needs a young host, and they have to be healthy).

2) She has a vast knowledge of medicine and the human body. Didn't she make Jiraiya pass out by sneaking some tasteless and odorless powder into his liquor? So she could have killed him if she wanted to.

3) If her strength, stealth and medical knowledge don't overpower men, there's a good chance her beauty might. Sex appeal will work in certain situations.


5) She's the Fifth Hokage (and a descendant of TWO previous hokage, so she comes from good stock). Those who are "kage" are supposed to be the strongest ninja in the village. Why did Jiraiya say she should be Hokage and not himself or someone else? Maybe he considers her to be stronger in some way.

I'd say Tsunade. I remember when Jiraiya said that he almost faced death 2 times. One when he took a peek at women's bath (Tsunade sure gave him nice hits O.O;;) and one because of Naruto when his fourth tail appeared. And her skill as a medical ninja is just awesome. Well, they each have their own specialties.

Actually, I'm torn between Orochimaru and Tsunade for the strongest =/ I mean, Tsunade is awesome, especially with her medical jutsu and knowlede. I don't know why I don't think Jiraiya is very strong, mostly because of his goofy attitude and pervyness so he doesn't act much like a Sanin =/

I think Tsunade, we've never really seen her go all out in battle. During the Orochimaru battle she had just managed to overcome her fear of blood, that could have easily impacted her. And, I mean she has a technique that makes it near impossible to die plus super human strength...its a combination thats hard to beat.

I choose her based on just the ability physically crush everything around her with just a single finger. Tsunade is an amazing female in Naruto and thats why she is Hokage and another reason why she is the strognest. Only the strongest could be the leader of such a great village.

Now Orochi-sama would be on the bottom of the three. I don't see him to be stronger than my lovely Jiraya-sama. Jiraya is like another double of the Third Hokage and the sensei of Fourth Hokage.
