Renji Abarai has to be the strongest, since he's the only lieutenant that knows bankai. I mean, he's probably the only vice-captain with the guts to go up against a captain, and he faced off against Byakuya Kuchiki.

Renji is pretty obvious, Hitsugaya's LT. is pretty strong herself (at least her skills are good) but to put it simply we haven't seen enough LTs. fight
