Too many repeats of the same picture
Cutting the main image out came out abit choppy
The Background is alittle too bland and doesn't blend
The fonts for the wording were good but text always doesn't do a good job on filling up empty space

I hope this critism helps^^ Though I like the idea you were going with and that was cool. But really try not to overuse pics as borders next time.

I agree with Beyond The Grave; there are too many repeated pictures.

The pictures are not placed properly, and thus some pictures overlap covering parts of the hair, while others have hair covering the parts of the body. It's inconsistent. Plus, you should try to crop the pictures not cut it.

The middle is alright, I would say it's nice^^it's just the side I think that needs to be revised. You're putting in effort to do this, so work harder, nya?

Okay, I'll be honest. I've only started doing wallies myself, but even I see alot wrong with this wallpaper. Now don't get me wrong, the idea is a good one, but it needs alot of work. Here, I'll just list the problems.
1. main Naruto extract is very poorly done
2. WAY too many Narutos used around the edge
3. The Narutos aren't overlapping properly
4. The font is fine, but your phrase is REALLY long, best to go with shorter phrases and such, (or so I understand)
5. You have typos in the sentences
6. You left no room for icons to be at if this was used as a desktop background.
I think that's about it. I am sorry to sound harsh, but I recieved such reviews with my first wallie myself. And that was why I started do sigs, to refine my skills. I have done a few wallies since then and have gotten better reviews. It all comes down to practice, and NEVER giving up. I am sure with practice, you'll manage to improve. It's about matching the elements together.
