3. Gaara- For a while he was just a cold blooded killer who killed anyone who even looked at him wrong. I think it's mostly Shukaku that makes him so evil. However, later in the series he turned good.

1. Akatsuki leader- if you have to lead an organization of high-powered killing freaks, you have to be top dog when it comes to being evil. I just can't wait hearing about his infamous deeds once more info is revealed.

2. Kakuzu- Gato + Zabuza, then multiplied by a couple dozen. He doesn't mind killing his comrades, and he's greedy beyond description. Plus the fact that he's been around so long means that he's been committing a lot of crimes.

3. I'm not quite sure it counts, but if you associate evil with pure destructive ability, I'd have to list the Kyuubi as my third choice. It's probably the most powerful creature in the series. It is kinda evil, and with its pretty much unlimited chakra, it has the most potential in terms of property damage and the like. I mean, it nearly destroyed Konoha.

Runner-ups would have to be Itachi, Deidara, and Orochimaru.
