I like Youko, but Hiei should rule because I think he would strive to work for it more and I think he wants it. He is a very determined demoned.

My brother, yusuke, should! I mean it would be the best. Hiei would turn it into even more of a wastland (can't give him to much power he'll abuse it and you all know it) and as for kurama he's to sweet (plus you got that evil theive Yoko to deal with) So Yusuke is teh best! :D

I think Kurama would make a good ruler. A good ruler needs to be intelligent. He also has an appearance befitting a ruler (especially in demon form).

Yusuke as a ruler would be very interesting, though...
