ok this is a very very simple tut

Ok first you will need to open a image you want to work with (short cut= File > Open)

Next, Duplicate the layer and click on Filters > Blur > Gaussian Blur. Input a radius of 10 and click OK.
Change the layer's blending mode to Screen and the Opacity to 40%.

After that Duplicate the layer we just duplicated (the one with the gaussian blur) and change the blending mode
to Overlay and the Opacity to 100%.

then we are done......see that was easy right? lol

Lol I never thought of doing it that way. People always tell me my things look blurry once I set more layers on other modes on top. Another way I could think of is just using the dodge tool at 20% midtones or something lol. Nice tutorial. Will try some time :)
