Using anime data only, Chibi-moon can't even execute any usefull atacks without Moon being involved, so Moon would beat her daughter.

Well, of course Sailor Moon would win. Chibi Moon only has a few attacks that she can use by herself. And if you look at the manga... You'd see how infinitely strong Sailor Moon becomes in the last volume, emotionally and magically.
