You download a pattern that includes it (can be found on DA) and install it into photoshop. use the paint bucket switch it from foreground to patterns and tada, there you go.

They're called scanlines, and you can download patterns that have a few different ones in them.

I like that one in particular, but they have them for gimp as well.
